Are they copying your content? Are they Harming your Website in anyways? If they are, then You can simply get them rid off Google!!

But if they are your competitor, You should develop your site to an extend more than the other one, And what you should look for is self improve rather than destructing others!!

If your content is not copyrighted, they can copy it. I don't think there is a way to get someone banned, otherwise people would do it to their competitors.

You can't do unless the any website has reported any issues with Google. Even Google will send the site to sand box for 6 months and that's the period in which the site can resolve issues raised.
