I think 5 is the best choice.
I always use 5 targeted keyword in every sites which i developed.

its depends on the website. but basically for general it is good to have 6-10 keywords as primary and 10-15 as secondary.

Keyword target depends no website services and product that you provide. If the website provides more services then there will be more keyword.
If you are asking about Title then it is 60 character in length.

For me better if you stick to two or three keywords because it would be difficult to maintain keywords which is too many. But when you just have two or three you will see immediately for about month the result of your keywords. This is helpful to give you fast and surely high rank using your keywords.

you should use around 5 long tail keyword in site. when you work on long tail keyword it will effect on short tell keywords.
