You are right Google is counting nofollow links. But it provides a very little value to these links. Google doesn't count all the nofollow links. It only counts some from high quality pages.

Just because a link is no follow does not mean it does not pass value. Just because a link is DOFOLLOW does not mean is DOES pass value.

I have moved pages up via a no follow anchored link.
